Beginning in the spring of 2008, The Commission on Teacher Credentialing (CTC) began assigning Statewide Educator Identifiers (SEID) to all credentialed personnel working in California’s K-12 public schools via the County Office of Education’s Credentials Department.
The SEID is a unique statewide identification number to be used by Local Education Agencies (LEA) when reporting to the California Department of Education (CDE). The 10-digit randomly generated number is being used for California Basic Educational Data System (CBEDS) Reporting and will be used n the future for California Longitudinal Teacher Integrated Data Education System (CALTIDES).
The SEID will help reduce the amount of redundant data currently required when reporting to the state. Once CALTIDES is online the SEID will be used for automating assignment monitoring, searching, and longitudinal tracking.
For County Offices using CECC’s Credentials and PC 2000 applications, the SEID assigned to all currently employed certificated personnel by CTC were distributed to the County Credentials Database in March, 2008. Since then, SEID numbers have been distributed to each County Office’s credentials person for all newly certificated staff (teaching and non-teaching) that have a valid application or hold a valid certificated permit or credential maintained by the Commission on Teacher Credentialing. Credentialed individuals that provide educational services include teachers, administrators, counselors, librarians, nurses, speech therapists and others. On-going and weekly files for these new educators are disseminated to CTC’s FTP (File Transfer Protocol) site for County Credentialing Office(s) statewide.
The CECC County Credentials database is updated weekly via the Financial 2000 Credentials Import Application. Each District has access to the SEID number for each credentialed employee from within the Personnel Icon, Reports 2000 Icon and the Credentials Online Applications. The PC 2000 Employee Search screen and the Employee Attribute screen have been enhanced to display the certificated identifier field as “SEID #:” The SEID number is also available in Reports 2000 from the Magic-Employee/Position Category. For those districts using the Credentials Online Application, the SEID number is displayed on the Employee Credentials Summary screen.
To assist CECC County Offices in disseminating the SEID to their local district’s Student Information System, a new program labeled District SEID Export was added to the Financial 2000 Credentials Import Application in the 08.04 upgrade received in August 2008. The District SEID Export screen extracts the Employee Name, SSN and SEID number from the County Credentials Database for the purpose of importing this data into the District’s Student System. The Credentials Import Application is available from the .Net Main Menu.
The 08.04 Financial 2000 Release Notes for the Credentials Import Application provide the necessary information for the new District SEID Export screen. These release notes can be found on the Release Notes tab of the Financial 2000 .Net Main Menu.
Since August, 2008, CTC has provided the ability for districts to look up individual SEID numbers by SSN on a CTC secured website accessed from within the Credentials Information Guide, a restricted area used by Credentials LEA Staff.
