STRS and PERS System Changes

CECC staff is currently working with both PERS and STRS on major changes as both organizations begin to migrate from their legacy systems to newer technology.

The CECC staff is working very closely with PERS as the only school employer in California to pilot the new system to ensure our members that their information will be reported accurately and timely.
PERS is requiring changes from employers as they assign unique employee identification numbers, new appointment code and new unit identifications to their reporting files. They require all file exchanges to be in Extensible Markup Language (XML format).

Due to these requirements, the Enrollment file changes will affect the Retirement Verification Update (RVR), PERS Automated Communication Exchange System (ACES) and District Control Screens. They are also requiring changes to the Contribution file that will ultimately affect the PERS Update and History screens.
Once these changes are complete, documentation will be provided to explain the specific screen changes.
The PERS timeline includes a test file submission in December 2008, Employer training in June 2009, and an implementation date no later than December 2009.

Schools employers in California are required by STRS to add to their submission files to include additional payroll information from community colleges of classification codes and annual base hours on a monthly basis. New business rule edits are being added to the Retirement System to ensure that payroll data that is submitted is correct and will alleviate the possibility that a submission file might be rejected. STRS hopes to implement their new system in May 2009.
